About the Conference

The National Best Practices Conference is a convergence of "Best Instructional Practices," welcoming educators from diverse educational programs—Bilingual, ESL, Gifted and Talented, Special Education, Core Content, Early Childhood, and Technology—across various grade levels and subject matters.

This unique event is an opportunity for teachers, administrators, and support staff to unite and discover effective strategies not only within their specific programs but also through cross-pollination of ideas among different educational domains.

Gone are the days of educational "silos." Instead, this conference fosters a collaborative environment where practitioners come together to explore innovative ways of meeting the diverse academic and linguistic needs of our students. It's a platform where specialized expertise converges, offering insights and practical solutions that enrich the educational landscape for all.

Adhara Pérez Sánchez

Adhara Pérez Sánchez is a globally recognized child prodigy from Mexico whose remarkable intellect and passion for learning have captured international attention. With an IQ higher than Albert Einstein’s, Adhara has already earned degrees in both Industrial Engineering in Mathematics and Systems Engineering—all before the age of 12. Diagnosed with Asperger’s syndrome at a young age, Adhara has used her experiences to advocate for neurodiversity and to inspire young learners across the globe.

Her story is not just one of academic brilliance, but of resilience, inclusion, and hope. As a featured speaker at the National Best Practices Conference, Adhara brings a unique perspective on giftedness, education, and the power of believing in every child's potential. She continues to break barriers and is committed to using her voice to support equity in education, particularly in the fields of STEM and space exploration, where she aspires to one day work with NASA.

Adhara’s message uplifts and challenges educators to rethink what is possible when we empower students with support, belief, and access to the right opportunities.

Dr. Ivetha Witherspoon

Dr. Ivetha Witherspoon is a Consultant with Keys to Literacy and began her career as a public school educator, initially in elementary education, and after a short time transitioned over to middle school, where she taught intensive reading and coached teachers around improving their reading instructional practices. In this role, she delivered professional development that incorporated the latest research-based literacy content. Ivetha then moved into the education private sector, where she worked as a literacy coach supporting and transforming failing schools. Through this work, she engaged with all levels of school district leadership and assisted teachers with improving student academic achievement. Ivetha received her B.S. in Elementary Education from St. Petersburg College, her M.A. in Reading Education from the University of South Florida, and her Ed.D. in Educational Leadership from the University of Phoenix.

Moncada Cummings


Concepción is a bilingual/bi-literate Mexican American doctoral student at the University of Florida. Her current research includes emerging multilingual students, dyslexia, evidence-based literacy practices, early literacy/foundational reading skills, dis/ability, and education policy.

Concepción’s experiences as a former bilingual teacher in public education in the United States have steered her focus in graduate school to bilingual children with dis/abilities, families of multicultural children, and stressing their stories so that their abilities can be highlighted and their needs can be met. Her interests are rooted in equity, cultural and linguistic diversity.

Misty Clack

Misty Clack, M.Ed., is a Texas certified Educational Diagnostician, Special Educator, and Associate Educational Therapist with 30 years of experience supporting students with learning differences. She holds a Master’s Degree in Special Education from Texas Woman’s University and specializes in working with students with dyslexia, reading, writing, and math processing difficulties, as well as executive functioning challenges.

An Associate Member of the Association of Educational Therapists, Misty is committed to ongoing professional growth and collaboration. An active leader in the Dallas Branch of the International Dyslexia Association for over a decade, she currently serves as Past President and has led the Regional Dyslexia Conference for eight years. Her passion for community outreach is reflected in her leadership of the Dallas Branch Dyslexia Speaker Series, teacher education initiatives, and advocacy for evidence-based literacy instruction.

Dr. A. Katrise Perera
Superintendent, Lancaster ISD

Dr. A. Katrise Perera has served as Superintendent of Schools for Lancaster Independent School District since June 2021, fostering strong partnerships with stakeholders. Her commitment to engagement has created a swift, positive impact on students, staff, and the entire Lancaster ISD community.

With more than 30 years of dedicated service to K-12 education, she has a wealth of experience in leadership. Before joining Lancaster ISD, she served as superintendent in Oregon (2017-2021) and Virginia (2011-2015). Her career also includes a role as the National Director for Urban Markets with a national publishing company (2015-2017). Additionally, she held the position of school improvement area superintendent in the Houston Independent School District (2010-2011) and served in various capacities—including teacher, principal, and district-level administrator—within Henrico County Public Schools in Richmond, Virginia (2000-2010). Her journey in education began in 1994 as a teacher in Charlottesville City Public Schools, Virginia.

A passionate advocate for equity, inclusion, access, capacity building, and opportunities for all students, Dr. Perera earned her doctorate in education leadership and policy studies from Virginia Polytechnic Institute and State University (Virginia Tech) in 2014. She completed the National Superintendent Certification Program through the American Association of School Administrators (AASA) in 2016. Her dedication to educational equity has earned her multiple accolades, including the 2024 Open Up Resources Excellence in Equity Leadership Award for her work in advancing equity for all students. In 2020, she was recognized as the ALLY of the Year by the Oregon Association of Latino Administrators (OALA), and in 2015, she was named Superintendent of the Year by the National Association of School Superintendents (NASS).

 

In addition to her leadership roles, Dr. Perera is an active member of state and national professional organizations, where she serves as an advisor and committee member. She shares her expertise widely, serving as a mentor, learning facilitator, thought leader, and frequent presenter at state and national conferences. Her contributions to education include several publications in professional books and articles for educational magazines.

Dr. Gabriel Trujillo

Superintendent, Grand Prairie ISD

Dr. Gabriel “Gabe” Trujillo’s journey is one of perseverance, dedication, and transformational leadership. Born in Fayetteville, North Carolina, into a Spanish-speaking, United States military family, he is the eldest of four children. His father, a son of migrant workers, joined the military at a young age to build a better future, while his mother, whose parents immigrated from the Dominican Republic, had only a third-grade education.

 

Raised with a deep appreciation for hard work and resilience, Dr. Trujillo arrived in the U.S. from Panama in the early 1970s, speaking only Spanish. Through life’s challenges and triumphs, he has remained steadfast in his commitment to faith, family, and education. For 37 years, he has been married to his high school sweetheart, and together, they have raised three children, all products of public education and college graduates.

 

Dr. Trujillo’s academic and professional journey reflects his unwavering pursuit of excellence. He began his higher education at New Mexico Military Institute in 1986 before earning a bachelor’s degree in Elementary Education from Wayland Baptist University in 1992. He continued his studies, earning a master’s degree in Educational Leadership from Wayland Baptist University in 1994, followed by a superintendent certification from Texas Tech University in 1995. In 2018, he completed his Doctor of Education from Texas A&M University-Commerce.

 

A lifelong learner and steward of education, Dr. Trujillo has further honed his leadership skills through prestigious programs, including the Executive Leadership Institutes at the Jones Graduate School of Business at Rice University and the Graduate School of Education at Harvard University. He was also selected for the distinguished Holdsworth Superintendent’s Leadership Program, which supports diverse and transformational leaders shaping the future of public education in Texas and The Thompson Executive Leadership Institute, nationally recognized for the advancement of superintendent leadership.

 

A proud U.S. Air Force veteran, Dr. Trujillo has dedicated his life to service—both in and out of the education sector. He has served on numerous boards, including Dallas Baptist University, local economic development organizations, and Chambers of Commerce. His passion for mentorship has led him to serve as a Cub and Scoutmaster, and he continues to chair various nonprofit and participates in civic organizations that uplift his community. An avid outdoorsman, he enjoys outdoor cooking, grilling, and immersing himself in nature.

 

Dr. Trujillo’s leadership in education has earned him statewide and national recognition, including prestigious honors from administrative organizations and a superintendent nomination by his former board. His ability to lead with vision and integrity sets him apart as a leader among leaders. His career has provided him the opportunity to serve rural, suburban and urban communities in various school district leadership capacities, to include his successful Superintendency with Nacogdoches ISD.

 

Those who know Dr. Trujillo describe him as a confident yet humble, passionate, and bilingual public servant. He is deeply committed to fostering excellence—not only in his own growth but in the development of those who share his calling to serve children. As a Superintendent, he has built a reputation as a decisive, steadfast, and thoughtful leader who is both data-informed and values-driven. At his core, Dr. Trujillo is a servant leader who understands that true leadership is built on relationships. His impact extends beyond his own achievements—he is shaping the future of public education, inspiring the next generation of leaders, and ensuring that every child has the opportunity to succeed.

Dr. Craig Toney is the visionary Superintendent of the Sam Houston State University (SHSU) Charter School, where he leads with a passion for equity, innovation, and student-centered learning. With a distinguished career in public education spanning more than 25 years, Dr. Toney has served in a variety of roles—including teacher, principal, and district leader—always grounded in the belief that all students deserve access to high-quality education and caring, skilled educators.

Under his leadership, SHSU Charter School has flourished as a model for excellence in personalized learning, strong community partnerships, and educator development. Known for his collaborative leadership style and deep commitment to instructional best practices, Dr. Toney works closely with staff and families to create inclusive, high-performing learning environments across the charter school’s multiple campuses.

A respected voice in educational leadership, Dr. Toney is dedicated to mentoring future leaders and supporting innovative approaches that promote academic and social-emotional success for all students. As a featured speaker at the National Best Practices Conference, he brings valuable insights on school transformation, leadership development, and the evolving role of charter schools in public education.
